Government to Assess Skill Levels of Foreign Workers seeking jobs in Manufacturing Sector
The Ministry of Employment and Labor (MOEL) and the Human Resources Development Service of Korea (HRD Korea) said that they would conduct a week-long skills assessment in Yangon, Myanmar from September 17 to evaluate the skill levels of over 1,100 foreign job-seekers who want to find work in the manufacturing sector in Korea.
Of foreign workers who have entered Korea under the Employment Permit System, 87% are working in the manufacturing sector. They only took a Korean language proficiency test when they first entered Korea.
However, it has not been easy for employers to hire foreign workers fit for the jobs they are supposed to perform, because of a lack of information needed to judge their job skills, etc.
To address this problem, the government has decided to extend the skills assessment system implemented for only a few industries (agriculture & livestock, fisheries and construction) to foreign job-seekers in the manufacturing industry.A skills assessment consists of a basic skills test, a physical fitness test, a Korean language interview, etc. The results of assessment for each category, which are converted to scores, along with a 30-second video clip capturing the interview scene, are provided to employers in Korea via the EPS (Employment Permit System) website.
Once foreign workers' skill levels are assessed for the manufacturing sector, those getting an excellent score as a result of the assessment will be given priority for job placement, and thus be able to enter Korea sooner. Therefore, the expanded skills assessment system is expected to encourage foreign job-seekers who want to enter Korea soon to make efforts to build basic job skills, not to mention Korean language skills.
It is also likely to reduce foreign workers' desertion from their original workplaces or frequent changes of workplaces, two main difficulties from which employers have suffered.
"Skills assessments currently conducted in the agriculture & livestock, fishery and construction industries are seeing good responses from employers," said Lee Jae-gab, the Deputy Minister of the Employment Policy Office. "If such assessments are conducted for job-seekers in the manufacturing sector where the largest number of foreign workers are introduced, they are expected to reduce conflicts between foreign workers and employers and improve productivity far more.
