48,000 foreign workers to be introduced in 2011
On December 24, the government held a meeting of the Foreign Workforce Policy Commission (chaired by the Minister of the Prime Minister's Office) and confirmed the foreign workforce introduction plan for 2011.
According to the plan, the number of foreign workers to be introduced from January to December 2011 will be 48,000, an increase of 14,000 from 34,000 in 2010.
The plan takes account of next year's economic prospects and job availability for native Koreans, and reflects replacement demand for foreign workers (48,000 persons) caused by expiration of sojourn periods and crackdowns on illegal foreigners.
The government will continue to monitor labor demand and supply and changes in the number of illegal foreigners, and respond flexibly by making further adjustments, if necessary.
All of 48,000 foreign workers to be introduced in 2011 will be non-professional foreigners (E-9). Meanwhile, the number of ethnic Koreans (H-2) staying in Korea with the status of sojourn will be maintained at 303,000, the same level as in 2010. (As of the end of Oct. 2010, 281,000 ethnic Koreans were staying in Korea.)
Non-professional foreign workers will be mostly allocated to the manufacturing, agricultural, livestock, and fisheries industries, all of which are suffering from serious labor shortages.
Moreover, quotas for foreign workers will be allocated quarterly. In particular, 75% of total foreign workers to be introduced will be allocated to the first half of the year when demand is often concentrated.
However, the timing of quota allocation can be adjusted flexibly depending on how much the quotas have been exhausted, and economic and labor market conditions.
Since 2010, the government has imposed a maximum limit on the number of new foreign workers, as well as total foreign workers, employed by individual workplaces to ensure the even distribution of newly introduced foreign workers among workplaces.
In 2011 as well, the government will limit the number of foreign workers newly employed by individual workplaces, especially, in the manufacturing, agricultural, livestock and fisheries industries where quotas for foreign workers are expected to be exhausted sooner.
Starting from 2011, the construction waste disposal and salt extraction industries, having little chance of replacing foreign workers with native Korean workers, will be recognized as industries where foreign workers can be employed.
The construction waste disposal industry, which has been permitted to employ ethnic Koreans since 2008, will be allowed to employ non-professional foreign workers (E-9) from 2011.
The salt extraction industry will be newly allowed to employ both non-professional foreigners (E-9) and ethnic Koreans (H-2).
Since 2009 the government has operated the employment registration system which allows a limited number of ethnic Koreans to be employed in the construction industry with a view to protecting jobs for native Koreans.
Considering the recent slump in the construction industry and deteriorating employment situation for daily construction workers, the government has decided to reduce the number of ethnic Koreans to be employed in the construction industry by 10,000 to 55,000 in 2011.

Foreign Affairs Secretary Alberto Romulo aims to create a buzz over the Aquino Administration’s $17-billion (P750-billion) Public-Private Partnership (PPP) infrastructure projects when he goes to South Korea on an official visit from January 9 to 11. The Department of Foreign Affairs (DFA) on Friday posted on its website a statement saying Romulo is meeting with key Korean government officials to “further foster various aspects of bilateral relations."
"Discussions will focus on the expanding economic and development cooperation between the Philippines and the ROK. Among the principal activities lined up for the three-day trip are a courtesy call on ROK President Lee Myung-bak and a bilateral meeting with Foreign Affairs and Trade Minister Kim Sung-hwan," the DFA said.
Romulo will also meet with Korean International Cooperation Agency (KOICA) President Park Dae-won and ASEAN-Korea Center Secretary General Cho Young-jai.
"(Romulo) is expected to invite continued Korean investments and seek official development assistance (ODA) in support of priorities indentified in the Medium-Term Philippine Development Plan for 2010-2016," the DFA said.
The DFA said Romulo is expected to build on the positive discussions between President Benigno Simeon Aquino III and President Lee in Hanoi on October 30 last year.
Aquino's father, the late Senator Benigno Aquino Jr., served in Korea as a war correspondent while the Philippine Expeditionary Force to Korea (PEFTOK) was deployed during the Korean War (1950-1953).
Romulo's itinerary
Romulo's will visit the section in the Korean War Memorial devoted to the Philippines, as well as the new Chancery of the Philippine Embassy in Seoul to meet with Filipino community leaders.
The Embassy is also expected to present to Romulo a copy of its book "Finding Jose Rizal in Korea: Perspectives from Filipino Migrants."
Philippine-ROK relations date back to 1949, cemented with the participation of 7,420 Filipino troops under the PEFTOK in the defense of South Korea in the 1950s.
South Korea is one of the country's major trade partners and a significant source of foreign direct investments (FDI) and ODA.
Koreans also make up one of the largest groups of foreign tourists to the Philippines. In turn, South Korea stands as one of the major Asian destinations for overseas Filipino workers.
As the host of the most recent G-20 meeting last November 2010 in Seoul, South Korea has also led in pushing for infrastructure projects in developing and less-developed countries as a top priority in the proposed G-20 development agenda.– VVP/MRT/JV, GMANews.TV
