MANILA, Philippines – The Philippine government has ordered a ban on the deployment of overseas Filipino workers (OFWs) to the Korean peninsula, radio dzMM reported Saturday.
The ban was prompted by the ongoing tension between the North and the South Korean governments.
According to Deputy Presidential Spokesperson Abigail Valte, the implementation of the deployment ban was a decision of the government team that included the Department of Foreign Affairs (DFA), and the Department of Labor and Employment, among others.
The team was tasked by President Benigno Aquino III to continuously assess the situation in Korea.
Valte said there are 46,000 Filipinos, including undocumented workers, in the Korean peninsula.
Meanwhile, Special Envoy Roy Cimatu arrived in Seoul, Korea on Saturday morning to conduct an assessment on the looming war between the 2 Koreas.
Cimatu heads the 6-man rapid response team dispatched by the Philippine government amid growing tensions between the two countries.
He is also tasked to make necessary recommendations whether to repatriate Filipinos working in the peninsula. With Ruby Bernardo Tayag, dzMM

No need to evacuate Pinoys in Korea: Philippine envoy
abs-cbnNEWS.com
MANILA, Philippines – The tensions brought about by the artillery exchange in Korea caused concerns for the safety and welfare of Filipinos based there.
However, Philippine Ambassador to South Korea Luis Cruz doesn't see a need for forced evacuation of Filipinos in the near future.
“Because, I think what we should appreciate here is yung area of conflict is in an isolated island, and we don't believe that it will affect the peninsula itself,” Cruz told ANC’s Dateline Philippines Thursday.
Cruz believes that tensions will be contained in the area. He cited pronouncements of North Koreans that they are objecting to the military exercise in the disputed area.
“Historically, there have been skirmishes in the past in that area and the latest of which was in March of this year, wherein they sank a South Korean naval vessel,” Cruz explained.
North Korea on Tuesday fired several artillery shells at Yeonpyeong Island in South Korea. The attack killed 2 soldiers and set houses on fire.
Cruz was told during a briefing at the Ministry of Foreign Affairs that no foreigners live in the area.
“But of course, we will not just take their word for it. So I have instructed my labor attache to check with the policemen in the area because they have moved the people out of that island to Incheon. We are now in coordination with the police in the area,” he said.
The ambassador said he has been receiving e-mails from parents in the Philippines to keep tabs on their children who are studying in Korea.
“That is also our message to the Filipino community leaders here. We have been asking them to keep tab of their members. In fact, one of our programs which we will implement very soon is to give them computers because we were able to secure about 50 computers from a donor and we will distribute that to the leaders of the Filipino community here so that they can help us come up with the list of their members. Not that we don't have it, but we want a complete list,” he said.
The attack, he said, had not caused people to go on panic-buying for emergency supplies.
“Surprisingly, I have not seen anything like that in the major department stores here. I guess one reason there is because they have been so used to this thing, not that they are not concerned about it, but for them these are predictable events. Because in the past, what they have observed is that after this noise making by the North, they will follow it up with demands like food aid, recognition, meetings with the Americans or their counterparts here and so on,” said Cruz.
“So, the South Koreans have been so used to it, that for them they can already predict the next sequence of events,” he added.
Furthermore, the ambassador said that although it is not an obligation, it is the call of the Security Council whether to send troops to help its Korean allies.
“It’s not automatic but as a member of the United Nations Command, we are expected to provide some kind of assistance, not necessarily military or combat troops, but we can send humanitarian assistance for example,” said Cruz.

China's muted response
China has called for an emergency meeting of key nations amid tension in Korea over the North's deadly shelling of a Southern island.
It proposed that members of the six nations that have been taking part in talks on North Korean nuclear disarmament should meet in December.
The two Koreas, the US, China, Japan and Russia are involved in the talks.
Correspondents say South Korea's response has been non-committal and that it will consult other countries.
Tension remains high on the peninsula, with the US and South Korea undertaking joint military exercises the North has denounced as a provocation.
Angry protests
The six-party North Korea talks have been stalled since April 2009, and South Korea and the US say they should not resume until the North has made a genuine offer on halting its nuclear programme.
Some analysts think North Korea is trying to raise tensions in order to strengthen its negotiating position and force a resumption of the talks.
Wu Dawei, China's representative to the talks, said on Sunday: "The Chinese side, after careful study, proposes to have emergency consultations among the heads of delegation to the six-party talks in early December in Beijing to exchange views on major issues of concern to the parties at present."

He said this was not a proposal to resume formally the six-nation negotiations.
Mr Wu said "complicated factors" had arisen on the peninsula, adding: "The international community, particularly the members of the six-party talks, is deeply concerned."
The BBC's Chris Hogg in Seoul says the response of South Korea and its allies to China's move has been less than enthusiastic.
A South Korean foreign ministry statement said the proposal would be "reviewed very carefully".
South Korea's Yonhap news agency said President Lee Myung-bak had told visiting senior Chinese foreign policy adviser Dai Bingguo that Seoul was not interested in the early resumption of the six-party nuclear talks themselves, as it was more urgent to deal with Pyongyang's belligerence.
Japan's Deputy Chief Cabinet Secretary Tetsuro Fukuyama said that Tokyo would "deal with the issue cautiously while cooperating with South Korea and the United States".
The Korea crisis began when the North launched a sudden barrage of shells at Yeonpyeong island, close to the maritime border between the two countries, on Tuesday.
Two South Korean civilians and two marines were killed, sparking the resignation of the South's defence minister and angry protests in the South.
Pyongyang insists it was provoked into the shelling by military exercises, which were being carried out by the South close to Yeonpyeong.
