Philippines-Korea Labor Deal
MANILA, Philippines—The renewal of labor agreement between the Philippines and South Korea will proceed even as the global financial crisis continues to affect South Korea's manufacturing sector, the Philippine Overseas Employment Administration said.
POEA Administrator Jennifer Manalili said ongoing negotiations for the renewal of the employment permit system (EPS) would reduce the language fees from $30 to $17.
However, in its overseas employment outlook for 2009, POEA said Korea may no longer provide EPS workers food and accommodation benefits.
In the same outlook report, the POEA said: "More than 30,000 Filipino workers in Korea, mostly found among the SMEs (small, medium enterprises), continue to suffer setbacks due to the financial situation (there)."
Negotiators for the Korean side will be in the country between January 5 and 9, and Manalili said she expects the renewal of the EPS between the two countries will be signed soon after.
Asked if the quota of Filipinos who can work in Korea may be increased, she said that it usually increases every year. The quota for last year was 11,000.
The POEA outlook report listed under "opportunities" Korea's requirement for skilled workers in manufacturing, construction, and shipbuilding, as well as prospects for English language teachers and doctors; and service, hotel, and golf workers for the Inchon Metropolitan City.
The EPS is a government-to-government transaction between Korea and the Philippines that has been under fire from recruitment agencies, which argue that the government is going into what should be a private enterprise.
