Ipagbawal ang pamamalo sa mga bata. Ito ang isinusulong ngayon ng ilang mambabatas sa Kamara. Oras na maging ganap na batas ang ‘anti-corporal punishment bill’ posibleng makulong ang mga magulang o guro na mapapatunayang namamalo at nanghihiya sa bata.



MANILA, Philippines - In the Philippines, it's considered normal to spank a child when they've done something wrong.

"Di maiiwasan, depende sa kasalanan. Para naman yun sa ikabubuti nila, ayaw ko silang mapasama," explained Edna Almaden, mother of 5.

But child right's advocates and some lawmakers believe it's time to change the culture of punishment among Filipino families and schools.

"Dumadami ang bilang ng mga bata na nagiging biktima ng corporal punishment sa ngalan ng disiplina," said Hope Tura of PLAN International and co-convenor of children's rights networks.

Tura was one of the speakers in a press conference on the celebration of Children's Month this October called, "Bata, Bata: Anong mga Batas pa ang Magagawa?"

One of the highlights of the press conference was the proposed Anti-Corporal Punishment Bill.

The bill has been filed in the 15th Congress by Reps. Bernadette Herrera-Dy of the Bagong Henerasyon party-list and Rep. Susan Yap of Tarlac's 2nd district.

Dy said the bill was filed in the 14th Congress but did not progress in the Senate.

The proposed Anti-Corporal Punishment Bill aims to prohibit corporal punishment and all other forms of humiliating or degrading punishment of children in all settings and promote positive and non-violent discipline of children.

The child rights advocates stressed that corporal punishment is ineffective and often produces anger, resentment and low self-esteem among children.

"Mas ini-encourage namin ang intervention which includes trainings, seminars on children's rights and positive discipline of children," said Dy.

"Tungkulin ng batas na baguhin ang values ng lipunan...di lang ito usapin kung ano ang tama at kaparusahan kundi values and behavior," said Ramon San Pascual of the Philippine Legislators' Committee on Population and Development Foundation, Inc. (PLCPD).
