Hyehwadong, Seoul – As the ratification for Social Security Agreement between the Republic of the Philippines and Republic of Korea is scheduled by the Philippine Senate, the Filipino EPS Workers Association (FEWA) started its plan to revive the signature campaign against the transfer of Lump-sum Refund of all covered Filipino Overseas Workers under the National Pension Scheme (NPS) in South Korea to the Philippine Social Security System (SSS) on August 24.
Under the said bilateral agreement, all workers under the Employment Permit System (EPS) are now entitled to social security benefits such as retirement, disability, accident, and death insurance as part of the benefits program of the Social Security System (SSS). As a result, the worker’s monthly NPS contribution which is supposedly to be claimed by them in Lump-sum Refund after their sojourn period will be forwarded to the SSS account.
The said agreement did not specify the transfer of the NPS Lump-sum Refund to the SSS not until recently, the NPS Head Office representative in Seoul has confirmed, thru a phone interview to SULYAPINOY, that once the Bilateral Social Security Agreement is ratified by the Philippine Senate, all OFWs covered by the NPS monthly contribution can no longer avail the Lump-sum Refund benefits after their sojourn period.
The signature campaign is scheduled to be set-off on August 31 at Hyehwadong Catholic Church while online signature will also be launched thru www.sulyapinoy.org for those who cannot come to Hyehwadong to personally sign their signature and for those OFWs and fellow Filipinos around the world who want to support and express their sentiments against the said NPS-SSS plan. Also, a video clip that will show series of interviews of people expressing their opinions against the NPS-SSS plan will also be created soon thru the help of LEDAGs Productions team which will be shown on SULYAPINOY and You Tube websites.
Also, Philippine Overseas Labor Office (POLO) Attaché Atty. Delmer Cruz has informed FEWA recently of the said agreement which was already ratified by the National Assembly of South Korea in December of 2006. For the Philippines, the signed agreement was also received by the Senate on April 28, 2008 and was referred to the Commission on Foreign Relations the following day by which the committee is currently chaired by Sen. Miriam Santiago.
FEWA President Sofonias “Chabok” Paragsa has strongly opposed the NPS statement. “The SSS plan of getting our NPS Lump-sum Refund is really unfair and inhuman. The Philippine government should realize how tough our life in South Korea working in 3D Jobs (Difficult, Dangerous, and Dirty) category and how important is the NPS contribution Lump-sum Refund for the reestablishment of our economic condition upon returning back home. That money is the only savings that most workers can bring after their contract as they regularly send their monthly income to their respective families in the Philippines,” Paragsa commented.
“We are preparing the draft petition letter to be sent to the Philippine Senate together with the collected signatures. We are asking the full support of all Filipino organizations in South Korea to disseminate this signature campaign information as we show unity and express our strong call for our respected senators to reject the SSS plan’s of absorbing our own money,” Paragsa added.
This issue was triggered two-years ago when the Philippines and South Korea signed a bilateral agreement providing for social security protection and benefits to their respective citizens in either country. The signing ceremony was held last December 16, 2005 at the Ceremonial Hall of Malacañang Palace, with Philippine Foreign Affairs Secretary Alberto G. Romulo and Minister Ban Ki-Moon of the Korean Ministry of Foreign Affairs and Trade (MOFAT) inking the agreement.
As stated, the agreement shall only take into force on the first day of the third month following the month in which the contracting parties receive written notification from the other that they have complied with all legal requirements under their respective legislation. For the Philippines, this means that the bilateral agreement must have been approved by the President and ratified by the Senate.
FEWA vice-president Marcelino Serdeña III mentioned of an issue about SSS membership. “The membership of Social Security System becomes redundant if the SSS will absorb our NPS Lump-sum Refund. We Filipino migrant workers actually have an option to become an SSS OFW member and most of us are even current SSS members. It is very unfair that our NPS Lump-sum Refund should be transferred to the SSS account for our mandatory SSS contribution,” Serdeña explained.
FEWA Administrative Adviser Rebenson Recaña said that workers cannot wait for 60 years of age in order to get their money. Moreover, that money is very prone to alleged corruption under the SSS agency. “I am not against to the said bilateral agreement. I am only against to SSS plan of transferring our NPS money to their agency. Honestly, I don’t have trust to SSS officials anymore. That money which is the fruit of the workers’ years of hard labor can become an easy target for some greedy government officials in the Philippines, particularly in the social security agency. When all these happen, the time and effort spent by the workers in working and waiting for their well-deserved benefits may just end up in frustration and grief,” he added.
