60 foreigners denied entry after start of fingerprinting
(Source: Korea Times Website)
By Park Si-soo
Sixty foreigners from 12 countries have been denied entry into South Korea for using passports issued under some else’s names since Sept. 1, the day when a fingerprinting scanning system was introduced ahead of the G20 Seoul Summit in November.
The Ministry of Justice said Sunday they had previous records of fabrication of residential IDs, violation of drug-related laws, overstaying of their visas or other crimes.
“Their state of origin varies ã…¡ from Southeast Asia, the Middle East and Africa,†said a spokesman for the Korea Immigration Service. “The outcome shows the system’s efficiency in screening out suspicious immigrants, and assuring security for the upcoming international event.â€
Currently, foreigners deemed “suspicious†must have their fingerprints scanned and face photographed at all 22 international airports and harbors across the nation.
This is the first in a three-phased initiative to screen out “suspicious visitors†by matching their biometric information with that of “blacklisted†people by the ministry and Interpol.
The legal grounds for the initiative were reinstated in early August ã…¡ the law was scrapped in 2003 over fears of human rights infringement.
In a second step to be implemented by earlier 2011, foreigners who stay here for more than 90 days will be subject to screening.
All visitors aged over 17, excluding diplomats and those visiting with official duties, will have to provide fingerprints and photographs to the ministry in the third step to be completed by later next year.
“This measure will efficiently help block the entry of foreigners who are very likely to commit a crime here or overstay their visas,†the spokesman said.
According to the ministry, more than 1,500 people were caught attempting to pass through immigration on false passports in the first seven months of the year.
Chinese passports were the most frequent target of fabrication at 732, followed by Thai at 425 and Mongolian at 57. Some deported foreigners were found to have entered the country several times with passports issued under others’ names.
The government has adopted the fingerprint screening system to more effectively identify foreigners and combat potential crimes after the number of non-Koreans residing here surpassed 1.2 million.

S Korea to scan fingerprints of suspicious foreign visitors

South Korea will begin to operate fingerprint scanning systems next month to prevent the illegal entrance of foreign nationals with fake identification, as part of its efforts to bolster security measures ahead of the G20 Seoul Summit in November, the Justice Ministry said Monday.
The Ministry of Justice has set up a total of 67 fingerprint readers and face recognition devices at 22 airports and ports across the nation, which will start working on Tuesday.
Foreign visitors whose profile matches those of terrorists, and who hold passports reported as missing or which appear to have been faked, and who have a one-way ticket or are not familiar with the language or conditions of their native country, will be subject to fingerprint scanning, according to the ministry.
Face scanning will be used as a supplementary method when fingerprint scanning fails to fully identify those with crime records, it said.
South Korea has introduced a series of security measures in preparation for the upcoming G20 summit in Seoul, and the operation of fingerprint scanning systems is its latest effort.
It carried out an anti-terrorism drill as part of the annual Ulchi Freedom Guardian exercise between Aug. 16 and Aug. 26, to ensure the successful hosting of the G20 Seoul Summit in November.
The anti-terrorism drill was participated by about 400,000 soldiers and officials from 4,000 offices of the central and regional government agencies, Seoul's Yonhap News Agency quoted military sources as saying.

South Korea to adopt fingerprint scanning at ports of entry and exit
SEOUL - South Korea will introduce fingerprint scans at airports and ports from Wednesday in a bid to stop suspected criminals and foreign visitors with forged documents, officials said.
Immigration officials will scan the fingerprints of suspect arrivals to check against databases for possible criminal records, the justice ministry said Monday.
A facial recognition programme would be used as a secondary device, it said.
"We will closely check related documents of visitors. Immigration officials will also use their instinct and experience in sorting out suspicious visitors," a ministry official told AFP, declining to give details.
Anyone with a criminal record in South Korea or travelling on a fake passport would be banned from entering the country, the ministry said.
"This will ... contribute to the successful hosting of the G-20 summit," it said in a statement.
South Korea has tightened security measures ahead of the G-20 summit in November.
Four international airports plan to start screening suspicious passengers with full body scanners from October 1.
Government officials have insisted the scanners are an effective way of preventing terrorism, despite complaints that they violate privacy.
Full body scanners will only be used on passengers considered a possible security threat, while others can opt to be scanned manually by airport staff.
The machines have fuelled controversy around the world, with several European countries and the United States introducing them.

The machines have fuelled controversy around the world, with several European countries and the United States introducing them.

fyi... refer below...60 foreigners denied entry after start of fingerprinting
“Their state of origin varies ㅡ from Southeast Asia, the Middle East and Africa, said a spokesman for the Korea Immigration Service. “The outcome shows the system’s efficiency in screening out suspicious immigrants, and assuring security for the upcoming international event.
Currently, foreigners deemed “suspicious must have their fingerprints scanned and face photographed at all 22 international airports and harbors across the nation.
This is the first in a three-phased initiative to screen out “suspicious visitors by matching their biometric information with that of “blacklisted people by the ministry and Interpol.
“This measure will efficiently help block the entry of foreigners who are very likely to commit a crime here or overstay their visas, the spokesman said.
