MOEL brings forward some of foreign worker quotas for manufacturing to reduce labor shortages among SMEs


The Ministry of Employment and Labor (Minister Lee Chae-pil) has decided to bring forward some of the third- and fourth-quarter quotas for foreign workers assigned to the manufacturing industry in order to ease labor shortages among SMEs.


As a result, 7,000 foreign workers who planned to be available from July 1 will be allocated from June 16, and out of 5,000 foreign workers who planned to be available from October 1, 3,000 will be allocated from August 1.


When the Foreign Workforce Policy Committee set this year's quota for foreign workers on December 24, 2010, it broke the annual quota down into quarterly targets to spread the inflow of foreign workers evenly over the year. But the Committee also made it clear that it is possible to adjust those quarterly quotas after monitoring supply and demand conditions, etc.



The government's decision to bring forward some of the quotas reflects the situation of SMEs, which was found during the On-Site Job+ Team's activities currently pursued by MOEL.

It is also a response to SMEs' growing labor demand due to the recent economic recovery.


* Manufacturing firms have operated at more than 80% capacity on average over the past six consecutive months.


* The first-quarter and second-quarter quotas for the manufacturing industry were used up by Jan. 30 (17,000 workers) and Apr. 12 (11,000), respectively.


Meanwhile, to gather opinions from other relevant government agencies before taking such a decision, MOEL held a manpower control TF meeting in which the Prime Minister's Office, the Ministry of Strategy and Finance and the Small and Medium Business Administration participated.


Lee Jae-gap, the Deputy Minister of the Employment Policy Office, said, "I hope this decision will ease labor shortages in SMEs and help them to operate their factories."


He also said, "To expand the employment of Korean nationals, the government will also actively carry out measures to resolve mismatch by improving employment conditions in SMEs and providing more information on their job vacancies."
