A Vietnamese bride was killed by her South Korean husband last Wednesday (July 7), less than a fortnight after she joined him in Korea.

Thach Sang and his wife Truong Thi Ut were told last Friday by the Foreign Affairs Department of the southern province of Can Tho that their 20-year-old daughter, Thach Thi Hong Ngoc, was beaten to death by her 47-year-old husband Jang Do Hyo.

According to the Korean Times, police in Busan found Ngoc dead in her husband’s home on July 7. They arrested him two days later, suspecting that he had beaten and stabbed her.

Jang reportedly told the police he was instructed by ghosts to kill his wife. His young bride had come to South Korea without knowing the language or the husband’s history of mental problems, the paper reported.

But Ngoc's parents said she had learnt some Korean after the wedding.

Five years ago, Jang had attacked his mother. The mother said he'd suffered heavy depression since he turned 40 but had stopped using medicines after the wedding, the Korean Times reported.

A friend of Ngoc who had been to Korea earlier said she had seen photos of Ngoc’s body on local television showing her lying in a pool of blood, Ngoc’s parents said.

The marriage broker, whose name has not been released, had called the family saying that Jang had slapped Ngoc in the face and she had fallen on a pointed object on the floor that cut her through a scar she'd had after her appendix surgery.

But Sang said Ngoc had never undergone any appendix surgery.

Ngoc's mother Ut said her daughter had met Jang on February 7 via a brokerage firm whose name was not released, and their wedding was organized ten days later in Ho Chi Minh City.

Before the wedding, Jang’s family gave Ngoc’s family VND3.8 million (US$199), of which they spent VND1.8 million on renting a car to take the family to HCMC. Jang gave Sang and Ut $500 after the wedding.

Ut said she saw her daughter the last time on the day after the wedding. Then the couple stayed in HCMC before flying for Korea on June 30.

On July 1, Ngoc called home saying she was doing fine, but she did not call home after that. No one answered the phone when the parents called the groom’s house, Ut said.

“My family was poor so we agreed to let her go, hoping that she would be happy. Now ... I hurt like a knife cutting my heart. I feel sorry that I let her go so far and die in another country,” said Sang, the father of five children.

The parents came to the South Korean Embassy in Ho Chi Minh City on Monday to make enquiries and prepare to fly to South Korea and take Ngoc’s body home.

A representative from the embassy on Monday told Vnexpress they will pay for the flight tickets and other services during the parents’ trip.

The Can Tho Women’s Association sent a note to the Central Women’s Association to help with procedures so that the parents can leave quickly.

Ngoc's death is preceded by other incidents of violence that
Vietnamese brides have been subjected to in South Korea.

In 2007, Huynh Mai from the Mekong Delta’s Kien Giang Province was beaten to death by her drunken husband two months after she went to live with him in South Korea.

The couple were introduced by an international marriage broker in December 2006.

Over the last two decades, poverty has driven thousands of women from poor families, especially the Mekong Delta, to marry older men, mainly from South Korea and Taiwan, despite language and cultural barriers.

Recent South Korean statistics show that up to 20,523 Vietnamese women have married South Korean men, the second highest proportion of foreign brides in the country.

Many of them, however, find themselves alienated due to language barriers and a lack of cultural understanding.

The National Human Rights Commission of Korea has called on the government to overhaul related laws and systems to enhance the rights of foreign wives.

The suggestion comes after a Vietnamese woman was recently killed by her South Korean husband just a week after their marriage.

The commission on Friday noted that providing and receiving basic information on one's future spouse is an essential precondition for marriage.

The commission said that the Vietnamese woman was not provided sufficient information on her future husband, such as his health conditions, and thus her rights to decide on her marriage were severely restricted.

The Women Migrants Human Rights Center also issued a statement urging the government to improve related system and laws to prevent a recurrence.

Kristine (not her real name), a 25-year-old Filipina, decided to run away from her Korean husband of five years after he tried to strangle her last April. She endured years of occasional physical abuse, but could no longer live with a man who nearly killed her.

Another Filipina, 35-year-old Carla (not her real name) found herself widowed only two months after being married to her Korean husband. However, her husband�s family refused to give her any assistance and evicted her from her husband�s home.

Another Filipina did not even realize her husband had divorced her until the divorce papers arrived at her doorstep.

These cases may seem extreme, but these cases of abuse and hardship are not unique to Filipina wives of Korean men. There are dozens of foreign wives, whether Chinese or Vietnamese or other nationalities, who ran away after having experienced physical and verbal abuse at the hands of their Korean husbands. Others may have found themselves divorced and alone in Korea, and living in fear of being deported.

It�s these kinds of problems that prompted the Filipino Korean Spouses Association-Korea to seek more rights for foreign wives of Korean husbands.

The association recently presented a petition entitled “Foreign Korean wives demands justice and equal rights,�� signed by 116 women, to the Philippine Embassy in Seoul.

Fe S. Kim, president of the Filipino Korean Spouses Association-Korea, said a Manila-based non-government organization (NGO) had earlier interviewed several Filipina wives to discuss problems with living with their Korean husbands.

“The NGO asked for our help, so we gathered the information to see what were the main problems and how to fight this kind of problem. We are not looking for a perfect solution but how to lessen it,�� she said in an interview with The Korea Times.

With the increase in the number of foreign women getting married to Korean men, Kim noted there are also many incidents of domestic abuse. Some of these problems may be rooted in the mail-order bride industry, where Filipinas are recruited as wives to Korean men. Kim noted some of the Filipinas may have been “victims of circumstance,�� but some mail-order brides may have also been “willing victims�.

Among the common complaints from the Filipina wives are domestic violence, forced sex, threats of deportation and lack of financial support.

Based on the interviews conducted by the NGO, Kim said they have compiled the petition for proposed reforms that are aimed to give more protection to foreign spouses of Koreans.

This includes the right to Korean citizenship after two years of residency in Korea, whether they are still married or divorced; and the right to equal economic opportunity.

“Application for Korean citizenship should not be at the mercy of their Korean husbands who use this as their weapons to abuse (blackmail) their wives,?the petition stated.

The petition also noted any divorce application filed by Korean spouses should be first investigated before the petition is granted, since there are many cases of foreign wives who are unaware they were already divorced by their husbands.

“If divorce is granted, the men should pay a monthly alimony to their wives and children, as well as giving them security of abode,� it stated.

The petition proposed that the Korean government create a special body or court to hear cases of foreign wives who file cases of domestic violence or marital rape against their husbands.

Lastly, the petition proposed that a course on the Korean language and culture be given to foreign women before getting married to Korean men. Korean men should also learn about their wives� cultures and languages before getting married.

“These may not lessen cases of domestic violence, but it will give them both ample time to think before plunging into marriage. In any intercultural marriage, differences in norms, values, expectations and habits may lead to tension and conflict,� it said.

When asked about the petition, Philippine Ambassador to Seoul Aladdin Villacorte said he will have to carefully study the proposals from the association. He noted the proposals would affect not just Filipina wives, but all foreign wives, so it would need careful consideration by the proper Korean authorities.

Root of Problem

Kim, who is married to a Korean herself, said the problems are not just with Korean husbands. “If some of the Korean husbands have their faults, the Filipina wives also have their faults. It goes both ways,� she said.

Fr. Raymundo T. Sabio, chaplain of the Inchon Catholic International Community, has been in Korea for more than 10 years and has counseled many Filipinas who are married to Korean men.

In an interview with The Korea Times, Sabio said most of the problems between Korean-Filipina couples are because of cultural differences.

“Filipinas come here expecting their lives with their Korean husbands to be easy, but they encounter difficulties� In Philippine culture, women are treated differently. Women are put on a pedestal, and they are meant to be respected as ladies and mothers. In Korea, the women�s job is to take care of the husband, the house and the children,� he said.

Sabio said there are many problems are faced by those Filipinas who marry Koreans without any background about the language and culture. These are usually those Filipinas who marry Korean men through the Unification Church or mail-order bride agencies.

While the tales of abuse and heartbreak at the hands of Korean men grab headlines, Sabio noted there are also Koreans and Filipinas who end up happily married. He said these happy marriages are usually between couples who know about each others� culture and language.

Korean immigration law demands immigrant wives live here for at least two years with an F-2 visa issued to spouses of Koreans before applying for Korean citizenship. If they divorce within two years and foreign spouses fail to prove in a courtroom that their Korean husbands caused the divorce, foreign wives must leave Korea before their visa expires.



Before I finally decided to marry my husband, I did my research first on what could happen if my marriage wasn’t successful. We don’t have divorce in the Philippines and an annulment is costly and time-consuming (Amy Perez?) A Filipina married to a Korean couldn’t simply end her marriage by divorcing her spouse in Korea. That divorce wouldn’t be valid in the Philippines; however, a Korean spouse could divorce a Filipina wife. That leaves her with nothing if she’s not a Korean citizen. What’s worse is that if they have a child, the custody would most likely be given to the Korean father. She will also have to leave the country when her visa expires. This is why I always tell those who ask me for advice about marrying a Korean that they should think about it really carefully.

Mail-order bride is a label applied to a woman who publishes her intent to marry someone from another, usually more financially developed, country. This term is considered offensive by some definitions.

Historically, mail-order brides were women who listed themselves in catalogs and were selected by men for marriage. Sometimes the men and women involved were citizens of different countries, e.g. women from European countries moving to the United States during the 18th and 19th centuries, and sometimes they involved citizens of the same country.

Although historically, mail-order brides came from well-developed areas to marry men in overseas colonies and frontier lands, the trend has reversed. Recently, the trend is primarily one of women who live in developing countries seeking men in more developed countries. The majority of these women are from Southeast Asia, countries of the former Soviet Union, and to a lesser extent, from Latin America. Since the collapse of the Soviet Union, large numbers of eastern European women have advertised themselves in such a way; primarily being from Russia, Belarus, Ukraine and Moldova. In the past, international marriage agencies such as Cherry Blossoms allowed women to sign up to be listed in picture magazines; now the Internet has largely supplanted this method. Men who list themselves in such publications are referred to as mail-order husbands. Nations that often receive mail-order brides are the United States, Canada, United Kingdom, South Korea, Taiwan, Singapore, Germany, and Australia.

The term "mail order bride" is simultaneously criticized by owners and customers of international marriage agencies, and used by them as an easily recognizable term.It has been pointed out that there is some discrepancy between how international adoptions are regarded ("saving a child") and how international marriages are regarded ("buying a wife").[5] It has been pointed out that "In feminist writing on mail-order brides, women’s and men’s voices remain absent. Instead, this scholarship assumes a one-to-one correspondence between the male gaze on the Web sites and women’s exploitation as domestic laborers in the home."





Philippines

The Philippines prohibits the business of organizing or facilitating marriages between Filipinas and foreign men. The Philippine congress enacted Republic Act 6955 or the Anti-Mail-Order Bride Law in 1990 as a result of stories that appeared in the local press and media about Filipinas being abused by their foreign husbands. Because of this, Filipinas often use "reverse publications" – publications in which men advertise themselves – to contact foreign men for marriage on behalf of the Filipina women.


South Korea

Though South Korean men regularly marry Chinese (largest group) and Vietnamese and Thai women through dating agencies, the below focuses primarily on the trend with respect to Filipina women, and the recent reports of South Korean men abusing their Filipina wives.

The Frequency of South Korean men marrying Filipina wives
The Korea Times reports that every year thousands of Korean men sign up for matchmaking to Filipina brides through agencies and mail-order. Based on data from the Korean government, there are 6,191 Filipinas in South Korea who are married to Koreans. This is only the women from the Philippines.

How South Korean men meet and choose Filipina wives
After contacting a mail-order agency, the majority of Filipina mail-order brides met their husbands by attending "show-ups," a meeting whereby a group of Filipino women are brought to meet a Korean man who is looking for a wife. In the show-up, the Korean man picks a prospective wife from among the group, and in just a matter of days, they get married.

Why South Korean men choose Filipina Wives
An anthropological study on Filipina wives of Korean men by professor Kim Min-jung of the Department of Cultural Anthropology at Kangwon National University, found that these Korean men find it difficult to marry Korean women, so they look for girls in poorer countries with inferior qualifications and difficult circumstances. The Korean men feel that because of the difficult circumstances out of which the Filipina women come, along with the major cultural differences and the language barrier, they "will not run away." Further, she said, Korean men characterize Southeast Asian women as girls who are friendly, work hard because they come from agrarian societies, and are "docile and obedient, able to speak English, and are familiar with Korean patriarchal culture." A gender imbalance of a majority male population in South Korea is also a reason for Korean men finding mail order brides, because of the difficulty finding a local woman.

Claims that South Korean Men are Violent toward Mail Order Brides
In November 2009, Philippine Ambassador to South Korea Luis Cruz warned Filipina(MY COMMNET-WARNING IS NOT ENOUGH-ACTIONS IS MORE BETTER) women against marrying Korean men. He said in recent months that the Philippine Embassy in Seoul has received complaints from Filipino wives of abuses committed by their Korean husbands that caused separation, divorce and abandonment. As language and cultural differences become an issue, the Filipina women are regarded as commodities bought for a price.[b]

International marriage, no longer a matter of personal choice
-The Ministry of Justice, announces a mandatory cultural education for Korean men in an effort to control international marriage indirectly by barring people who fail to get education from inviting a spouse.



On the July 8th, a 20-year-old Vietnamese woman was killed by her mentally-unstable husband eight days after arriving in Korea.
The case was only one of many adversaries related to international marriage between Korean men and South Eastern Asian women. The Korean government(the Korea Immigration Service, the Ministry of Justice) has been recognizing the seriousness of problems related to international marriage.
Since marriage is a personal issue, the government have not been able to interfere with the formation of marriage and had to focus only on providing education for foreign women who are already in Korea after marrying a Korean man.
However, the Korean government will take measures to prevent a marriage that is undesirable or inappropriate according to social custom and tradition of Korea while encouraging decent marriage culture. Now Korean man intending to travel to China or South Eastern countries for marriage will be required to attend cultural education before departure. If a Korean national fails to receive education, that person will face a restriction in inviting his spouse. (The implementation of the measure will be announced soon)
The Korea Immigration Service of Ministry of Justice will support family members of the victim to enter Korea without a delay if they wish to recover the body and proceed funeral.
This case happened because marriage was hastily bridged by a brokerage firm that has no knowledge of its client of having mental illness. The 27 years of age gap between the couple and language barrier were all combined together to aggravate the issue. Worse yet, this is not only a case with this couple but an issue concerned so many international couples involving a Korean man and a South Eastern woman.
Marriage has been considered an autonomous area based on intention of the parties. There was little room for the government to interfere with the formation of marriage. Furthermore, there are so many international marriage cases between Korean men and Vietnamese women, making it more difficult to control the marriage during screening for visa issuance.
※ Recently, international marriage brokerage firms have organized meetings where a man will pick a woman from a group. In some cases, international marriage turned into the means of people smuggling and/or trafficking. Such acts undermine national image and cause anti-Korean sentiment.
As a future response measure, the Korea Immigration Service of the Ministry of Justice plans to institutionalize a mandatory education for a Korean national seeking to marry a woman from China or South Eastern Asian countries. Women from these regions have been subject to fake marriage, family break-ups, trafficking, and domestic violence most frequently. The Korean national will be able to invite a spouse from those countries only if he receives the education before departure.

※ Through the cultural education, the Korean national will learn that if he fails to provide his spouse with accurate personal information; has a history of being convicted of domestic violence; is bankrupt; or if there is a wide age gap or possibility of trafficking/smuggling, he may not be able to invite his foreign spouse. By doing so, the government will indirectly control international marriage and restrict inappropriate practice of brokerage firms.

A 20-year-old Vietnamese bride was stabbed to death at her house in Busan, South Korea, eight days after arriving in Korea. Police investigating the case identified the killer as her 47-year-old husband Jang, who is a serious mental patient with 57 records of schizophrenia treatment during the last 5 years. Before bringing home his bride from Vietnam Jang was hospitalized for five days. He had also been charged with assaulting his parents in 2005. Collapse

Police investigators identified the suspect as her husband, Jang, 47, whom they would identify only by his last name. Police described Jang as a psychiatric patient with 57 cases of schizophrenia treatment in the past five years.

Before bringing his bride home from Vietnam, Jang was hospitalized for five days, police said. They also said he had been charged with assaulting his parents in 2005.

"I committed the murder after hearing a voice from a ghost," he told police during the investigation. "He told me to kill my wife."

The bride was from a farming family in Vietnam that has been receiving government aid and housing. The couple met through a Korean matchmaking company and got married in Vietnam in January, police said. The woman followed Jang to South Korea this month with the hopes of living the Korean Dream.

totoo yan,tayo naman kasing pinoy ang kamalian natin d natin nakikita e.kaya yun ibang pinoy kung mgsalita akala mo walang bahid,pagbasahin mo sa mga salita nila kayong mg pinay wag kayong magaasawa ng koryano.aba kelan pa kayo nagkaron ng karapatan para magbawal sa isang taong gusto,at san mo gusto pumatol sa pinoy na may asawa anak sa pinas.alam nyo kung hangang saan lang kayo?????d nyo ba naririnig minsan cnasabi ng mga lalaki jan kahit anong itsura daw ng babae,pwede na daw yun laman tiyan din yun,pampaalis ng lungkot. babae ako masakit para sakin makarining aq ng ganun klaseng salita ng lalaki,pero sabi nga normal na daw yan pag mapababae man o lalaki normal na daw yan mga ginagawang ganyan.halos lahat naman my mga kopol my asawa o ala,dko cnasabing maliniz aq pero dapat nga pagisipan natin mabuti nadapa kana na sa umpisa susundan mo pa b?at tungkol sa koryano hindi lahat sila masasama kung lahat sila masasma baka lahat ng ibang lahi patayin sa korea,pumunta kayo ng mga middle east baka dun maging matino buhay nyo.kung tutuusin ang mga koryano ayaw ng cnungaling na magccnungaling ka tapos bandang huli mahuhuli ka din sa kalokohan mo.malaki mgtiwala yan sa tao.pero ang pinoy maraming dahilan keso ganun,ganyan maraming kasinungalingan,yun iba kung ano anu dinadahilan para mariliz lang at makapagbakasyon lang,pag d pinayagan walngya na amo nila, ay naku makuncensxa sana yun mga ganyan klaseng tao.pilipno q pero hindi din ako sang ayon sa mga gumagawa ng d maganda...tamaan wag magalit kambe
