Penalty for Employers of Illegal Workers Eased

The Ministry of Justice has eased penalties for employers hiring illegal foreign workers.
This softer policy comes at a time when small- and medium-sized firms are suffering from manpower shortages but is against its overall policy of reducing illegal immigrant workers.
Under the new rule, companies will face a one-year ban on hiring additional foreign staff if they are caught employing illegal foreign workers. Currently, the ban is three years.
This rule will be applied retrospectively, making it possible for nearly 3,030 companies to hire foreign workers again this month.
``It will help ease the chronic workforce shortage at small companies,'' the ministry said. But side effects are expected as firms might hire more undocumented foreigners due to the lighter penalty.
The ruling comes at a time when the government is facing growing criticism from small companies that say the drastic cut in foreign worker quotas earlier this year is a major culprit behind illegal employment.
In March, the Ministry of Labor slashed the number of work visas ― H-2 and E-9 ― issued to foreigners from 100,000 to 34,000, a measure aimed at providing more job opportunities for Koreans amid the worsening job market situation.
``Increasing the quota would be a better solution,'' Cho Jae-woo, president of Sammyung Engineering, a small plastics manufacturer at an industrial complex in Incheon, told The Korea Times.
Cho's company benefits from the new rule. ``Virtually no Korean wants what people call 3D jobs ― dirty, dangerous and difficult. In this context, businessmen have no choice but to seek foreign workers, whether legal or not. But the quota reduction made it harder for them to seek legitimate foreign workers.''
The government has no immediate plan to hike the quota, at least until next March.
The justice ministry said the new rule will not affect the ongoing crackdown on foreigners overstaying their visas, which will continue until the middle of next month.
``The deregulation is to help revive the sagging economy,'' said Yoo Byeong-gil, a ministry official.
The government estimates nearly 184,000, or 15.9 percent of 1.16 million foreign residents, have overstayed their visas.
Since September, the Ministry of Labor and the Small and Medium Business Administration have been on a nationwide campaign that encourages undocumented foreigners to leave the country on their own and so far more than 2,500 have left the country voluntarily. Those who leave are exempt from fines and are allowed to return one year after their departure, the ministry said.

Thank you sa info! Kaya po wait lng tayo. Wala nman po talaga nakakaalam kung kelan may lalabas na list ng first batch . Kasi naman kahit nsa korea na ang papers natin eh kung nde ka naman gusto ng employer wala ka din magagawa. Prayer lng po ang kelangan natin. In perfect time makakaalis din po tayong lahat. And hindi rin po ganun kabilis ang proseso sa mga employer para mkapaghire ng foreigner dahil may requirements din ang company bgo makaselect sa rooster ng jobseekers. PEACE!!!

correct me po if im wrong ... wlang kinalaman ang mga employee sa POEA sa pagseselect ng employer sa mga klt passer...spagkat ahensiya natin sila na nag magpa exam at magpadala ng mga application natin sa KOREA. kapag lang po nagka employer tau or maselect tau saka nila kukuntakin ang POEA kung sino mang mapipili satin at ang POEA ang magbibigay satin ng NOTICE if kasama tau sa selection... PRAY KO LAHAT TAU MAKAALIS NA KLT PASSER... sana mabigyan katugunan mga DASAL natin... GOD BLESS US!!!

wala po ito katotohanan, kahit sa mga nakaraang klt, matagal ang proseso (kung makikita nyo hanggang ngayun meron batch pa ng new eps galing sa sinundang klt exam- klt5), at tama po na by batch, kung di ka nakasama o sa unang batch, baka wala ka pa employer, so sa mga susunod na batch baka kasama ka na.
Wag po kayo maiinip, matatawagan din kayo.
