First of all, I suggest you to read other Q&A topics in this forum so that you may get more information about related issues and labor laws that may helpful to you.
With regards to your question, actually, matagal na pong approved yan between RP and ROK government but hindi pa po implemented because hindi pa siya ratified ng Phil. Senate. So, sa ngayon, makuha pa natin ang NPS lump-sum refund.
Nag-submit na po tayo ng petition letter to the Phil. Senate together with 5000 plus signatures we gathered from Filipino migrant workers in South Korea but as of this writing, wala pa po tayong updates from the senate kung kailan magstart ang hearing nila for ratification. Probably next year pa but as I have said, wala pa tayong fixed date kung kailan talaga. We hope and pray na sana ibasura ng senate ang NPS-SSS agreement para coninue pa rin natin makuha ang ating NPS lump-sum refund after our sojourn period.
