TAX REFUND...
Tax refunds, exemption info for expatriates
Date: October 29, 2008
Waiting for year-end tax refunds this year? If yes, read and prepare your documents to get some of your money back in the December tax refund season.
Foreign Taxpayer Service Desk at Yongsan District Tax Office
Expatriates who have lived in Korea for at least a year or who have a job requiring a longer stay receive the same tax benefits as those of citizens.
According to the National Tax Service, in 2006, about 242,000 foreigners received tax refunds and declared combined incomes of 229.5 billion won, up 29 percent from the previous year, and the number of non-Koreans who received tax refunds rose to 300,000 last year.
To better prepare for the tax returns of non-Koreans, the official English website of the National Tax Service provides various tax settlement documents in English.
Those who need year-end tax refund information can download related documents available both in Hangeul or Acrobat format.
Another good idea is to keep your receipts for cash transfers and medical treatment, credit card bills and insurance or donation receipts for accurate calculation of your tax refund.
The detailed procedures may vary depending on the individual situation of non-Korean workers, but the state tax office website can also help tax payers following guidelines and other tax information.
Meanwhile, if you are an expatriate working in Korea in the education or research sectors upon invitation of the Korean government and are interested in full tax exemption, you need to find out whether you are registered for a tax exemption from the beginning and whether your country has a treaty with Korea for full tax exemption.
Special lecturers are eligible to receive tax exemptions, and even if you are a special lecturer and have registered late for your tax exemption status, it is possible to retroactively receive your tax exemption.
If a special lecturer is from Japan or the United States and invited to work as a special lecturer at a university in Korea with the explicit goal of teaching or researching, he or she is eligible for tax exemption from your time of entry to Korea.
In July 2008, the National Tax Service installed the Foreign Taxpayer Service Desk at 20 more district tax offices, increasing the number of the DTOs with the Service Desk to 30 from the previous 10. It recently published a guidebook titled "Foreign Taxpayers´ Guide to Korean Taxes" to help international taxpayers better understand Korean taxation syste. To see the book, click here.
More information about Korean taxes is also available at http://www.nts.go.kr/eng/ or call 02-397-1440 (English available).
* Foreign taxpayer service desks are located at the following district tax offices:
Seoul (15 district tax offices)
Gangnam, Guro, Geumcheon, Namdaemun, Mapo, Seodaemun, Seongdong, Songpa, Yeongdeungpo, Jongno, Junbgu, Yongsan, Samseong, Seocho, Yeoksam
Gyeonggi-do (6 district tax offices)

Annyeong Haseyo!
Salamat
Billy,

Clarification on Gasoline Tax Refund...
Fellow migrant workers in South Korea,
I have just talked with Korea Tax National Service phone representative this morning about the 240,000 KRW received by some EPS workers. Please refer below for the details...
1) This tax refund sponsored by Korea National Tax Servise is called "Gasoline Tax Refund". It is a special benefit to all Korean Nationals and Foreign Residence (Workers or Self-employed) who have stayed Korea for 1-year or more with an income of 36,000,000 KRW or less in the year 2007. The reason of this refund is due to the abrupt increase of global oil price affecting global economic situation particularly in Korea.
2) Qualified Forein Residence: Those who have stayed in Korea for more than 1-year whether company employed or self-employed but should have a total income 36,000,000 KRW in the year 2007.
3) How to apply for the benefits?
a) For company employed workers (like EPS, E7, etc), only their respective employers can make an application. Deadline of the application was actually on October 31. In case the employers didn't apply for us, that means we can no longer receive the said tax fefund.
Note: I tried to aks and explain to the represantative that there are many foreign workers who have not yet received the said gasoline tax refund because their respective employers didn't apply for them or didn't include them when they applied for the said refund. And he told me that for that case, he will raise it to the National Tax Servise adminitrative officials for possible extension. They will announce the result if meron pa bang extension for filing or wala na through their website. SULYAPINOY will also make a constant follow-up about this matter. Just keep visiting SULYAPINOY website.
b) For self-employed foreign residence, deadline of application is end of this month (November 31). Just visit any district tax offices for your application. You may visit their website at http://www.nts.go.kr/eng/help/help_41.asp?top_code=H001&sub_code=HS04&ssub_code=HSD1 for further details of the location.
3) How much do we receive for the Gas Tax Refund?
a) If our total income in the year 2007 is less than 30,000,000 KRW, we will receive 240,000 KRW.
b) If our total income in the year 2007 ranges from 35,000,000 ~ 36,000,000 KRW, we will only receive 60,000 KRW.
c) But, if our total income is more than 36,000,000 KRW, we receive nothing.
d) Other computation can be directly asked to the National Tax Service thru their website at http://www.nts.go.kr/eng/help/help_01.asp?top_code=H001&sub_code=HS01&ssub_code=HSA1

kabayan,
please read my other post HERE for your complete guidance...
paano mo malaman if nagfile ang amo nyo? simple answer... ask your amo directly... sabihin nyo lahat foreign legal workers na nagwork sa Koreaover one year from 2007 ay kasali sa "gasoline tax refund"
paano magfile kasi may work? you have to ask your employer to make a leave or ask help from your employer for filing... sila kasi dapat magfile nyan...
and sorry, hindi po kami pwede magfile... SULYAPINOY and FEWA staff are composed of EPS and E7 visa... we are also migrant workers like you...
thanks...

kabayan,
if walang ginawa ang amo nyo about that, i suggest you better visit any regional tax office nearest to your company...
kayo nalang magfile... sabihin nyo sa tax office na yung amo nyo walang ginawa sa request nyo... dala kayo some proof na nagtrabaho kayo from January 2007 until now such as payslip, employment certificate from your previous company if nagparelease kayo and phone number ng sajangnim nyo...
hope this will help...
