North Korea threatens US, South with 'all-out war'

SEOUL (AFP) - – North Korea threatened "all-out war" in response to exercises by South Korean and US troops due to start Monday and told Seoul to stop cross-border propaganda, upping the rhetoric against its arch rivals.
Pyongyang would respond to the upcoming drill, with "unprecedented all-out counteraction" that would turn the South's capital Seoul into a "sea of flames", the Korean Central News Agency said Sunday.
"The army and people of the DPRK will return bolstered nuclear deterrent of our own style for the continued nuclear threat... and our own missile striking action for their vicious attempt to eliminate our missiles," KCNA said.
The statement was in contrast to more conciliatory comments it made earlier this year aimed at securing peace talks with the United States but came after Pyongyang officials stormed out of talks with the South this month.
Some 200,000 South Korean and 12,800 US troops will take part in the Key Resolve/Foal Eagle drills, which the North has labelled a preparation for war.
Key Resolve, a command post exercise involving computer simulation, will last until March 10. Part of Foal Eagle, a joint air, ground and naval training exercise, will continue through April 30.
The exercise reportedly includes scenarios such as localised provocations, tracing weapons of mass destruction, a sudden regime change in the communist state and an exodus of refugees, Yonhap news agency reported.
It also said the US planned to deploy it 97,000-tonne aircraft carrier USS Ronald Reagan for the drills.
Cross-border tension has been acute since the North's deadly shelling of a frontier island in November that killed four South Koreans including two civilians and sparked fears of war.
The first attack on civilians since the 1950-53 Korean War prompted Seoul to stage a series of military drills alone or with the United States and to expand regular exercises in a show of force against Pyongyang.
The South also revived a propaganda campaign across the heavily-fortified border targeting ordinary North Koreans -- a practice it had suspended since 2000 due to protests by the North.
Conservative opposition politician Song Young-Sun, citing a report from the defence ministry, said on Friday balloons carrying humanitarian supplies such as medicine and clothes were being launched across the border by the military.
She said the balloons also carried news of civil uprisings against repressive regimes in the Arab World and were aimed at getting information to the people of North Korea, who are largely cut off from the outside world.
The South's private activists also have for years used helium balloons to smuggle US dollar notes, DVDs and leaflets denouncing the North's regime and leader Kim Jong-Il into the hermit state.
The North threatened on Sunday it would begin firing on border areas where the South's activists and military launch the balloons.
"Our army will stage a direct fire at... sources of the anti-DPRK psychological warfare to destroy them on the principle of self-defence, if such actions last despite our repeated warning," KCNA said.
Pyongyang tightly controls access to the Internet and attempts to block other sources of information about the outside world. But DVDs and mobile phones smuggled from China have been eroding barriers.
A survey by two US academics of some 1,600 refugees from the North found that roughly half of them had access to foreign news or entertainment -- a sharp rise from the 1990s.

"The on-going psychological warfare by the puppet military in the frontline area is a treacherous deed and a wanton challenge to the demand of the times and desire of all the fellow countrymen to bring about a new phase of peaceful reunification and national prosperity through all-round dialogue and negotiations," a North Korean military official told the North's state-run Korean Central News Agency (KCNA).
"We officially notify that our army will stage a direct fire at the (Imjin) Pavilion and other sources of the anti-DPRK psychological warfare to destroy them on the principle of self-defense, if such actions last despite our repeated warning," the official added. "The group of traitors in South Korea must stop the anti-DPRK psychological warfare at once, squarely seeing the seriousness of the prevailing situation."
DPRK is an acronym of the North's official name, the Democratic People's Republic of Korea.

Also on Sunday, North Korean representatives at Panmunjom, the inter-Korean border village, reiterated their usual threat against the annual Key Resolve military drills between South Korea and the U.S. forces, which will begin Monday.
The North Korean officials said their armed forces would launch "an all-out war of unprecedented scale" and turn Seoul into "a sea of fire" if the South Korean and the U.S. "invaders" provoked Pyongyang with a threat of war.
Imjingak, a tourism pavilion located just south of Panmunjom, has made headlines, as hundreds of South Korean activists frequently sent anti-North Korea flyers and materials from there.
The North's warning of the direct strike came in light of a recent admission by the Ministry of National Defense in Seoul that the South Korean military has been sending propaganda leaflets in balloons to North Korea, mixing them with life supplies. The leaflets warned the North Korean regime about the consequences of dictatorship, according to a report by the ministry.
North Korea, which has carved a cult of personality for its leader, Kim Jong-il, and his regime, has balked at South Korean activists' sending of balloons carrying leaflets criticizing the communist state and at Seoul's refusal to stop them. South Korea in
2004 agreed to halt such activities amid warming relations.
But after a multinational investigation in May last year found Pyongyang responsible for the deadly sinking of a South Korean warship, Cheonan, in March, Seoul announced a plan to blast anti-North Korea messages through loudspeakers along the border.
The North threatened to strike the speakers if they are turned on.
Before Christmas last year, South Korea lit up a giant Christmas tree on top of a border hill -- an action North Korea sees as part of psychological warfare -- for the first time since 2003, a month after North Korea fired artillery at the South Korean western island of Yeonpyeong.
The glowing tree had served as a symbol of prosperity in the South and provided a stark contrast to the destitute North, which had been concerned that the lights would weaken the communist regime's ideological stranglehold of its people. (Yonhap News)

tsk2 tama yan show force ang sokor para atlist makita ng nokor d takot ang sokor. tsaka kung san ko man iisipin mas maganda un para matapos na ang hidwaan ng dalawa. sure ko naman south korea ang mananalo. un nga lang may casualties ganon talaga pag war. pero after that more and more jobs kasi maayos na unite na 1 korea na. ang katakutan nyo if naging world war 3 un mahirap. mga kasulyap d ko rin gusto ng gyera, itoy opinyon kolang po.

The threat came on the heels of remarks by Rep. Song Young-sun of the minor opposition Future Hope Alliance that the South Korean military began sending basic necessities and leaflets via balloons to the communist North in early February.
Citing a military report submitted to the National Assembly, lawmaker Song said Thursday that the South Korean military has purchased 620 million won ($550,000) worth of basic goods for the anti-North Korean government campaign.
She added that Seoul sent 100,000 “pieces of basic supplies,” including toiletries, gloves and instant food over the past month, and 3 million propaganda leaflets in balloons since late 2010.
Seoul had stopped sending supplies in balloons to the North since 2000 and other types of psychological warfare had been suspended between the two Koreas for years under a 2004 agreement.
In May last year, the North threatened to fire at South Korean loudspeakers along the Demilitarized Zone (DMZ) and destroy them, if Seoul resumed propaganda broadcasting.

Citing a military report submitted to the National Assembly, lawmaker Song said Thursday that the South Korean military has purchased 620 million won ($550,000) worth of basic goods for the anti-North Korean government campaign.
She added that Seoul sent 100,000 “pieces of basic supplies,” including toiletries, gloves and instant food over the past month, and 3 million propaganda leaflets in balloons since late 2010.
Seoul had stopped sending supplies in balloons to the North since 2000 and other types of psychological warfare had been suspended between the two Koreas for years under a 2004 agreement.
In May last year, the North threatened to fire at South Korean loudspeakers along the Demilitarized Zone (DMZ) and destroy them, if Seoul resumed propaganda broadcasting.
Also on Sunday, North Korean representatives at Panmunjeom, the inter-Korean border village, reiterated their usual threat against the joint war games, which will begin today.
The North Korean officials said their armed forces would launch "an all-out war of unprecedented scale" and turn Seoul into "a sea of fire" if the South and the U.S. "invaders" provoked Pyongyang with the threat of war.
