para po sa mga nagaabang dun sa mga KLT passers, limitado kasi ang information ng POEA. For the past two weeks, walang bago sa posting nila..Kaya pinipilit kong makahanap ng updates sa ibang sites.For your information, ako po ang unang nagpost ng 6th KLT passers dito sa sulyap..Wala pang result sa POEA pero nahanap ko sa HRD Korea kaya ako po nakapagpost..Right Miss Chousik? kaw kasi ang unang nagreply sa post ko. Yung website ng MOL ng Korea napuntahan ko and for those interested paki check n lang po yung link sa baba..May mga Q and A kasi don pero yung iba nakalock? baka makatulong kayo. For example may nagtanong about hiring new KLT passers but nakalock sya and need password..Anyone can help, please visit the website..

I went to poea yesterday to get my klt certificate and ngfollow up na rin. Ask ko kung kelan mgstart ang forwarding ng papers s hrd korea and they replied me, wala pa daw po signal ang hrd korea kung kelan mgstart ang forwarding. It means anytime pede n cla mgforward khit nde pa nkpgpmedical lhat ng passers basta may go signal n ang hrd korea. Kya po dasal po tyo ng mataimtim. flower

Quota for foreign workers under the employment permit
system for 2010 stands at 24,000

More foreign workers will be admitted in for manufacturing, agriculture and livestock industry and the number of ethnic Korean workers would freeze at the same level as last year.

The number of foreign workers to be admitted in to get hired by domestic companies under the employment permit system this year was set at 24,000. The government held the Foreign Workforce Policy Committee on March 31 and decided to cut this year’s quota for foreign workers by 10,000 from 34,000 to 24,000.

The quota for foreign workers falls compared to last year, but there is no quota for ethnic Koreans abroad (H-2 visa) this year. This allows an addition of 7,000 foreign workers (E-9 visa). In particular, for the manufacturing industry, 19,500 foreign workers was allotted, which is 6,500 more workers than last year’s 13,000. The number for the agriculture and livestock industry, where it faces difficulty hiring Korean workers, doubled from 1,000 to 2,000. However, the number of foreign workers for the construction sector decreased by 400 for the issue of a tight job market, and that for the services industry of which most jobs were taken by ethnic Koreans abroad, reduced in a large scale from 6,000 to 100.

The E-9 visa holding foreign workers will come from 15 countries including Vietnam, Thailand, Mongolia, etc. under the Employment Permit System. As for H-2 visa holding ethnic Koreans with foreign nationality, the current number will be maintained with monitoring of the total number from this year. Last year, 17,000 ethnic Koreans from foreign countries were admitted in as being included in the total quota for foreign workforce. In addition, it is allowed that ethnic Koreans up to two persons can be hired at 372 tourist hotels to invigorate the tourism industry.

On the other hand, according to the ‘Plan for Foreign Workforce Introduction’ released on March 31, the current decision-making on the quota will be reviewed. For now, permits are being issued from the end-March or early April, but the demand for foreign workforce is high between February and April. In addition, the mandatory period requiring domestic companies to look for Korean workers before filing a request for a permit for foreign worker is to extend from 7 to 14 days in order to spur employment of domestic workers. And when domestic companies refuse to hire workers recommended by a national job center without a justifiable reason, sanctions such as reject of employment permit, etc. would be imposed on them and at the same time incentives such as employment investment tax break, etc. will be given to the companies which hire more domestic workers.

In overall, this year’s decision on the quota for foreign workers was made both to protect jobs for local workers and meet the demand from small and medium companies suffering from labor shortage. The drastic fall of quota from 100,000 in 2007 to 34,000 in 2008 was caused by the deteriorating domestic employment situation in the wake of the economic crisis. Employers of SMEs insisted that the quota should be expanded since they have been suffering from labor shortage and Korean workers shun jobs offered by small companies.

① making efforts to finding native Korean workers →② applying for foreign worker employment permission → ③ getting an employment permit → ④ making a labor contract → ⑤ issuing a visa issuance certificate → ⑥ entering Korea and receiving employment training (foreign workers) → ⑦ assigning foreign workers to workplaces & assisting with their employment and stay in Korea


① Making efforts to find native Korean workers
- Under the Employment Permit System, an employer who wants to employ foreign workers is obligated to make efforts to fill vacancies with native Korean workers for at least three to seven days, in order to protect employment opportunities for Korean workers.
② Applying for foreign worker employment permission
- If an employer fails to find all or some of workers despite his/her efforts to find native Korean workers, he/she can apply for foreign worker employment permission to the competent job center.
③ Getting an employment permit
- Once an employer applies for the issuance of an employment permit to a job center, the job center introduces foreign workers to the employer. Then, the employer selects a qualified worker from among the candidates either by visiting the job center in person or through the EPS website (www.eps.go.kr), and gets issued with an employment permit.
④ Making a labor contract
- When an employment permit is issued, a labor contract form (proposed by the employer) is prepared based on the working conditions written by the employer in his/her application for the employment permit and is sent to the HRD Korea. And then the HRD Korea sends the labor contract to the competent organization of the relevant sending country.
- The competent organization of the sending country contacts the foreign job-seeker selected by the employer to see if he/she wants to sign the labor contract. The labor contract is concluded by finally confirming the labor contract form delivered electronically to the job-seeker and sending it back to the HRD Korea.
⑤ Applying for and getting a visa issuance certificate
- Once a labor contract has been made, the employer or his/her agent can receive a visa issuance certificate from the Immigration Office of the Ministry of Justice. After that, the employer sends the visa issuance certificate to the HRD Korea which in turn delivers it to the foreign job-seeker through the competent organization of the sending country.
⑥ Entering Korea and receiving employment training (foreign workers)
- Foreign workers who have entered Korea on an E-9 visa (non-professional employment) under the guidance of a person from the competent sending organization are handed over to a person from the HRD Korea at the Incheon Airport. After going through a confirmation process by the person from the HRD Korea, they are handed over to persons from employment training institutions by country and industry. They are taken to each institution and then receive employment training there for three days (20 hours).
As you know, if you come to korea under the EPS, an employer in korea must select you from among the candidates through mediation of the job center. Therefore, It's very difficult to say how long it takes.

para sa mga new KLT passers,

hope this information will help you...

according to NLCC (National Labor Consultation Center, hindi pwede maka-directly select ang employer sa specific name ng applicant...

ang jobseekers' roster system ay naka auto-random selection daw po... meaning, any employer can only specify/advise the sex and age at the labor office if they want to hire EPS workers... and the name will randomly appear sa system with photos... then tsaka pa ang employer makapili ng names na pwede niyang i-hire based sa lumabas na mga names and photos sa system and at the same time pwede rin niyang tingnan ang work experience sa mga lumabas na names bago siya makapag-decide sa final list na ihahire niya...

pray and hope nalang na lahat kayo ay mapili agad ng hiring employers...

Ang sabi naman sa aking ng Prof. ko...base sa mga past experience nila, hindi sila masyadong mapili sa educational background kaya nga kahit high school grad pede..then dun sa working experience naman ok lang kahit 1 year..although may plus points yung mga may experience related dun sa mga company na pipili sa kanila...they advise na mag invest sa photos namin sa e-reg.. kasi base dun sa mga naka alis at di naka alis mas malaki ang percentage ng naka alis dahil presentable ka sa picture..Korean daw kasi ay mabusisi sa aura meaning yung tipong mapag kakatiwalaan.... may kwento ng isang eps passer lahat ng classmate nya nakuha na siya na lang hindi..maganda naman ang score nya..ok naman ang credentials nya...so he then change the photos sa e-reg nya . ng maayos ayos naman ng kaunti..yung bang edited na...photoshop kung baga..naalis ang kaunting butlig..naging maganda yung aura nya..after a month..nakuha rin sya...this happened daw ...just want to share sa inyo yung narinig ko.

hi dan,

i think majority of employers do not consider educational background... maybe some of them siguro... but majority hindi na... work experience will matter especially if related sa product and process ng hiring company...

more so, KLT exam result (perfect or hanggang passing score ka lang) will not matter too according to NLCC...

and i agree sa comment ni Uishiro... you should use photo na very presentable kayo tingnan... as much as possible naka formal (with collar and necktie) yund ID photo nyo... mapili ang ibang employer sa appearance...

base lang po yan dun sa mga naging student nya...kasi marami ng umalis na galing sa kanila and wala naman masama if kahit kaunti mag invest sa picture para sure. Korean kasi sya and karamihan daw sa mga sajang kahit walang experience and education basta mukhang mabait ok na rin daw sa kanila...pero base naman sa kaibigan ko na nasa seoul... mas gusto nila yung may experience sa mahihirap na work..like Janitor,construction worker, factory worker, service man,welder,messenger may mga plus point po sa kanila yun. Which bagsak ako dun kasi ang linya ko ay sa Sales and Marketing hehehehe.... Advice lang naman po yun base sa karanasan nila....

I mean walang discriminasyon.....i mean na share ko lang po yun because nangyari po yun sa ibang klt passer...If you think your qualified and you have the experience and skills (knowledge)..investing on a good picture is not a must but one option make you feel at ease that someday, hopefully you can be selected.....hehehehe just an input lang po...
