Employers who wish to hire migrant workers will now be able to ask for government authorization online, the Labor Ministry said yesterday. The ministry said it established an online registration system for the foreign workforce in Korea through the state work permit system. Up to this point, employers have been forced to visit government-designated employment support centers or facilities to request state permission to employ foreign workers. The nation''s work permit system called the Employment Permit System was introduced on Aug. 17, 2004 to more effectively hire and manage the foreign workforce and better protect the foreigners'' rights, said ministry officials. Under the system, employers are obliged to pay migrant workers at least the nation''s minimum wage of 4,000 won per hour ($2.99) and workers are mandated to apply for social insurance programs like health and industrial accident compensation insurance. A worker could also change jobs up to three times if his or her company commits a human rights violation, delays payment of wages or maintains poor working conditions, officials said. According to government statistics, a total of 548,553 foreigners were working in Korea as of last year. Of them, 165,557 were here through the nation''s employment permit system.
